Malé, Maldives – The Maldives Monetary Authority (MMA) has revealed that PayPal’s absence from the Maldivian market is primarily due to the company’s strategic and business decisions rather than regulatory barriers, following consultations held between 2020 and 2021.
Background
The clarification came after Parliament member Mohamed Ibrahim from the Galolhu North constituency (MDP) wrote to Parliament Speaker Abdur Rahim Abdullah, requesting the Finance Committee to seek detailed information from MMA about why online payment systems have not been made accessible to Maldivian businesses.
MMA’s Response
In response to the parliamentary committee’s inquiry, MMA shared details about ongoing work related to payment systems and digital payment infrastructure.
According to the MMA’s letter to Parliament, there are currently no legal or regulatory obstacles preventing digital wallets or payment platforms from operating and providing services in the Maldives under existing laws and regulations.
PayPal Consultations
The MMA stated that consultations with PayPal’s regional office indicated that the service has not launched in the Maldives primarily due to the company’s strategic or business decisions rather than legal barriers.
The authority explained that such decisions are typically made based on feasibility assessments conducted under general principles that companies apply when launching or expanding their services in any country.
Ongoing Efforts
MMA confirmed that work continues to introduce PayPal services to the Maldives, with the Economic Ministry taking the lead on this initiative. The central bank stated it continues to provide necessary information and support to facilitate this process.
Government Position
Economic Minister Mohamed Saeed had previously announced in August that a proposal had been submitted to PayPal to bring their services to the Maldives.
