**July 19, 2026 | By Rameen Siddiqui** — For the first time in South Asian history, India has quietly achieved a maritime nuclear threshold that Pakistan currently cannot match. By allegedly deploying nuclear warheads at sea, New Delhi is fundamentally restructuring the subcontinent’s deterrence architecture, leaving Islamabad without an equivalent capability or a realistic timeline to obtain one.
The 2026 SIPRI Yearbook subtly highlighted this massive regional shift using highly qualified language. The institute noted that India “may” have begun deploying a “small number” of nuclear warheads on a “single” ballistic missile submarine (SSBN) during “occasional” deterrence patrols. Despite the cautious phrasing, the implication is clear: India has likely moved its nuclear arsenal to the ocean. Because Pakistan lacks this capability, the resulting strategic gap represents the most significant shift since Islamabad detonated its first nuclear bomb in 1998. India’s deliberate opacity regarding submarine locations, weapon payloads, and authorization status ensures its sea-based assets remain protected from disarming first strikes.
India’s naval nuclear journey began a decade ago with the 2016 commissioning of the INS Arihant. Initially viewed by experts as a technological proof-of-concept rather than a military game-changer, the Arihant carried K-15 missiles with a limited 750 km range. To threaten anything of significance on the Chinese mainland, the submarine had to navigate into trackable open waters. Furthermore, India maintained its long-standing peacetime tradition of keeping warheads stored ashore, separated from their delivery systems.
Ten years later, the landscape has transformed. The INS Arighat is equipped with K-4 missiles capable of striking targets across a 3,500-kilometer radius, allowing the vessel to remain in easily defensible waters. The INS Aridhaman joined the fleet in early 2026, and the INS Arisudan is slated for delivery in 2027. This four-SSBN fleet provides the minimum rotation required to ensure continuous, year-round deterrence: one vessel at sea, one in transit, one in maintenance, and one in training. Supporting this expanding fleet are a hardened preemptive attack base on the eastern coast, known as INS Varsha, and an operational jetty at Agalega Island in the western Indian Ocean, which allows submarines to restock without returning to the Indian coastline.
SIPRI’s assessment suggests India has transitioned from a manageable “bastion model”—where submarines operate infrequently in heavily defended home waters like the Bay of Bengal with warheads stored on land—to continuous at-sea deterrence (CASD). A CASD force is virtually impossible for an adversary to target in a first strike. Fully mated, nuclear-armed submarines patrol unknown locations across millions of square kilometers, stretching to Agalega Island. Given the fleet size, strategic signals from Indian analysts, and new infrastructure at Varsha and Agalega, experts believe CASD is either fully operational or imminent. For Pakistani defense planners, this ambiguity is the new operational reality.
In contrast, Pakistan is attempting to build a sea-based deterrent using the Babur-3 cruise missile, which is believed to be potentially nuclear-capable. Islamabad plans to deploy these on conventional Agosta class submarines in 2027. However, equating diesel-electric submarines firing cruise missiles to nuclear-powered SSBNs firing ballistic missiles is a major analytical error in regional security reporting. Diesel-electric vessels must frequently surface or snorkel to recharge their batteries, making them highly detectable by surface ships, patrol aircraft, and fixed underwater sensors. Their patrols last mere weeks rather than months, lacking the vital second-strike survivability of nuclear-powered submarines.
Recognizing this critical deficit, leaked diplomatic cables from May 2026 revealed Islamabad urgently requesting nuclear-powered submarines and submarine-launched ballistic missiles (SLBMs) from China. Whether Beijing will risk the international backlash, severe proliferation complications, and an accelerated Indian counter-response by supplying this technology remains uncertain. While China has a vested interest in Pakistan’s security, it also wishes to avoid regional destabilization that could harm its own geopolitical standing.
Ultimately, India’s SSBN program is tailored to counter China, with Pakistan paying the secondary strategic costs. Because China’s landmass extends far inland, striking its deep interior political and industrial centers requires an Indian SSBN armed with 3,500-kilometer K-4 missiles to sail into the northernmost reaches of the Bay of Bengal—waters that are increasingly contested by growing Chinese maritime power. Conversely, Chinese SSBNs face no such geographic constraints. Armed with JL-3 missiles, they can threaten all of Indian territory from the safety of the South China Sea without ever entering the Indian Ocean. To address this geographic asymmetry and ensure a survivable second-strike capability, India is already developing its next generation of larger S5-class submarines, which will carry specifically designed longer-range missiles.
