Maldives Immigration has commenced the issuance of non-electronic passports to the public, effective May 9, 2026. This decision serves as a strategic measure to manage existing stock levels following significant delays in the importation of electronic passport (e-passport) booklets into the country.

According to an official statement by Maldives Immigration, all applicants seeking a standard passport will currently receive the non-electronic version. This interim solution ensures the continuity of services while the department awaits the arrival of new e-passport shipments.

Despite lacking an electronic chip, these passports are fully compliant with International Civil Aviation Organization (ICAO) standards. They remain machine-readable and carry a five-year validity period. The non-electronic passport is priced at MVR 600, offering a more affordable alternative to the standard e-passport fee of MVR 1,000.

To mitigate the impact on citizens, the department has introduced a special arrangement. Individuals who obtain a non-electronic passport and wish to upgrade to an e-passport once stocks are replenished may do so without incurring any cancellation fees, even before the document’s expiration.
